Variable Definition Table

Hello,

I am trying to utilize the Geo ICPR Tools process, 'Floodplain Delineation (Node), and it requires among other things a Variable Definition table. I cannot find any information within the ArcHydro tutorial, ESRI forums, even Google stikes out. Can some one please tell me how the Variable Definition table is created so I can use this tool.
